[ It is because she never asks for those things for herself. She never asks to be given affection and love and attention. Truthfully, if anything, Venat is touch starved after being an elder primal for so many decades, centuries even. She had to stop Zodiark, she had to sunder her people. That makes for someone who is both sad and lonely, even if they've no need to dwell on those things anymore.
Venat is by no means unfamiliar with the concept of kissing and touching and holding. Which is why it is easy for her to lean in and press her lips back. Easy for her to melt into Megumi's touch and hold like this.
